Cops arrived to the scene around 5:41 PM on March 4, arrested the guy, and filed a police report ... here are the highlights ... it's classic.
"Unit #1 was heading west bound on Kelly Lane. Unit #1 attempted to turn around (180 degrees), and back down Kelly east bound. As Unit #1 began its turn, it rolled over and the operator was injured."
"Note: Unit #1 was a home made [sic] motor vehicle, a bar stool attached to a frame with a lawn mower attached."
"At this point I noticed that Mr. Wygle's eye's [SIC] were very blood shot and were glassy in appearance."
"I asked him what happened, Mr. Wygle stated, 'I wrecked my bar stool.'"
"I asked Mr. Wygle how much alcohol he had to drink, he said, 'a lot.'"
"I asked if the bar stool even ran and said, 'yes, it will go around 38 miles per hour.'"
Wygle, who has undoubtedly become a cult hero in frat houses across the country, pleaded not guilty and has requested a jury trial.

I've always thrown away my speeding tickets in other countries, because they've never followed up on them, but now Brussels is going to fix that for us, under the guise of safety with this little piece of utter bullshit.
The executive body of the European Union has launched a proposal for a law that aims to improve road safety, it said, by enabling cross-border prosecution of traffic offenses. "Road safety is everyone's business and a priority for the Commission," said Transport Commissioner Jacques Barrot in a statement.
As things stand today, a driver committing an offence under the highway code in a car registered in another country of the European Union evades prosecution, with very few exceptions, because of the difficulty of identifying them or of being able to check the address to which the vehicle is registered. The proposed Directive will cover four types of road traffic offence: speeding, drink-driving, not wearing a seat belt and failing to stop at a red light. These four offences are the leading causes of accidents and road deaths: they are involved in almost 75% of all road deaths, according to the commission.
I'm sure it's just a huge coincidence that those offenses are huge revenue generators for said countries.
The Federal Transport Minister Yves Leterme has announced new plans to help tackle drink-driving. Mr Leterme plans to force motorists with repeat convictions for being drunk behind the wheel to install an alcohol lock in their vehicles. The alcohol lock consists of a small box about the size of a car radio which is attached by a coiled cord to a sample head and mouthpiece. The alcohol lock limit is usually set at around 20mg/100ml so that the device will not be triggered by small amounts of alcohol in certain foodstuffs and medicines. "A drunk-driver could be ordered to fit an alcohol lock by a judge, in addition to any driving ban or fine that might form part of his or her sentence.”, the Transport Minister added.
Police have arrested a motorist they say had a 24-pack of beer strapped in with a seat belt but had a 16-month-old girl unrestrained in the back seat with the toddler's mother A 24-pack of beer was strapped in with the passenger-side seat belt, according to an arrest report. The girl was in the back seat with 20-year-old Amber Tedrick, who is the toddler's mother. The federal police are investigating wether or not they can do anything to companies that are sending out SMS messages (for 1.50) to where the drunk checks are located on Belgian Roadways. Having been stopped twice in the last three nights coming back from Christmas Parties, this is getting to be a pain in the ass, having to stash my drugs and all.
Not being a drinker anyway, the second night I had to blow about three times, as he must have figured it wasn't working when it kept coming up zero.
